The Eastmoreland Neighborhood Association is looking for a candidate to run for the Board in May 2025 with the intent to run for Treasurer in May 2026.
The Treasurer must be a Board member who has served at least one year to be elected.
To be elected Treasurer in May 2026 requires being elected to the Board in May 2025.
The Treasurer is responsible for:
§ All accounting for the Neighborhood Association - this is mainly recording donations and recording bill payments
§ Managing the Association’s US Bank checking and money market accounts
§ Managing the Association’s Vanguard money market account.
§ Making quarterly presentations to the Board on the Association’s financial results and publicizing results
§ Annual compliance reporting - letters to donors for tax documentation, IRS Form 990-EZ reporting, State of Oregon CT-12 reporting, Oregon State annual corporation filing.
§ Managing development of the Association’s annual budget
§ Participation in other Association activities as financial advisor
The tools to perform these tasks are QuickBooks and Excel. Some knowledge of both is a necessary.
The tasks take varying amounts of time during the year - perhaps 20 hours / month in July and December when donor solicitations take place and there is a lot of activity to record. Perhaps only two or three hours in August when activity is low.
All the processes to do the work are in place. The work is currently very well organized. Going forward, the work can be done by using current approaches. Or, the new Treasurer can improve current processes!

We are looking for a new Treasurer as David Dowell will be termed out in May 2026.
In May 2026, David will complete three consecutive Board terms and that is the limit, per the Association’s Bylaws.
David started doing accounts for the Association in 2017 so May 2026 will mark 9+ years for him handling the accounts.
