The Eastmoreland Neighborhood Association

PURPOSE: The Association works to enhance and preserve the quality and livability of the Eastmoreland neighborhood and coordinates with adjacent neighborhoods and, more generally, the City of Portland through communication, civic engagement and volunteer action by its Members.

Eastmoreland has many qualities that make it one of the best places to live in Portland. Its unique architectural and landscape features, sense of place, walkability, quality schools, and easy access to the urban amenities Portland has to offer may be the most apparent. But equally important is the sense of community and of shared responsibility. A prime example of that engagement is the dedication of your neighborhood association. The Association works to enhance and preserve the qualities and livability of the Eastmoreland neighborhood, and coordinates with adjacent neighborhoods and the City of Portland through communication, civic engagement and volunteer action by its Members, neighbors like you.

The Eastmoreland Neighborhood  Association (ENA) was incorporated in 1950 as a volunteer based  non-profit corporation and outgrowth of predecessor associations dating back to the first quarter of the 20th century. The City of Portland organized the Office of Neighborhood Involvement (ONI) in 1974 to further such geographically based organizations in all of Portland’s 90 plus neighborhoods. The ENA agreed to participate in Southeast Uplift (SEUL) the quasi-governmental unit of ONI for southeast Portland. Our neighborhood boundaries were established at this time. SEUL and other neighborhood coalition offices are intended to support the organization of healthy governance and improve citizen awareness and engagement in local issues and City government. Each constituent neighborhood association has a seat on the governing board of SEUL and our elections are recorded and copies of our public records are maintained by SEUL. However, except for modest annual grants, the Eastmoreland Neighborhood Association remains an independent, donation funded Oregon corporation with its own Bylaws

The Board of Directors of the ENA is elected by and from its Members. All are volunteers who dedicate dozens, sometimes hundreds, of hours each year. We share in responsibilities for the maintenance and improvement of Eastmoreland’s green spaces and assist residents to preserve of our amazing street tree canopy. We support community-enhancing events, advance measures that improve public safety,  protect our architectural heritage, advise the City on land use issues, and support effective transportation and a healthy environment. Our Communications Committee is dedicated to enhancing communication about events and issues of common concern through our newsletters, email, and website. Together with many volunteers, the Association is central to preserving and enhancing Eastmoreland as a beautiful place to live, raise a family, and recreate.  

The ENA website (eastmorelandpdx.org), which you have found here, is home-base for notices and information about the activities and history of the Association, notice of our Board meetings, the purpose and work of committees of the Board, finding  opportunities to get involved with the activities of the ENA, and to staying informed about the challenges and opportunities we face as a community.  The ENA Board meets in the neighborhood on the third Thursday of the month  from 7 to 9 p.m. Agenda and Meeting minutes and other documents are published here as well.


As a fellow resident, we invite you to connect with your Association, support the ENA, vote at the annual meeting, and become involved with volunteer activities in the neighborhood, our schools, and the City. Your expertise spirit, and engagement do make a difference!
