Who can run for a director’s position on the Eastmoreland Neighborhood Association’s (ENA) Board?

According to the ENA Bylaws, Members of the ENA may run for the ENA Board of Directors.

Any person aged 18 or over, who now or hereafter comes within any one of the following categories, shall be eligible to be a Member:

a. Persons whose legal domicile is within and who, except for temporary absences, reside within the boundaries specified in Article 3. Consistent with ORS 65.131 (2) (or as it may be amended), the ENA Board of Directors will identify and make known the actions that eligible persons may take to indicate their consent to be an Association Member (e.g., applying for membership, participating in elections, providing contact information, etc.).

b. Persons, not legal entities, having title to real property within the boundaries described in Article 3; such persons shall register annually by mail or email with the Secretary* at least 21 days before the Annual Meeting of the membership.

c. One designated person representing any of the following entities located within the boundaries described in Article 3: (i) a business entity or non-profit organization duly registered in the State of Oregon, or (ii) a school or church. Such persons shall register annually with the Secretary at least 21 days before the Annual Meeting of the membership.

How long is the term of office?

The term of office is 3 years. A director may be elected for up to 3 consecutive terms of office. One third (or 7) of the 21-member board is elected each year.

How do I get nominated?

Members who would like to be nominated must be nominated by 3 ENA members. Nomination forms are available via the website in mid-April. Members may also nominate candidates at the Annual Members’ Meeting (3rd Thursday in May) from the floor in accordance with the agenda.

When is the election?

The election for the ENA Board takes place each year on the 3rd Thursday in May - the same date as the Annual Members’ Meeting.

Who can vote?

Members of the Association, as defined above (see the Bylaws) can vote for ENA directors.

How do I vote?

Members may register to vote and vote online. Members may also obtain and submit a paper ballot at a Duniway School from 6:30 to 9 pm on Thursday May 19. Those unable to come to Duniway and who lack computer access can call 530.ENA.VOTE to request a paper ballot be delivered to their home. The area code in 530.ENA.VOTE is correct as 530.

Who oversees the election?

Southeast Uplift (SEUL) staff oversee ENA volunteers conducting voter registration. ENA’s Election Committee organizes registration volunteers and logistics. Southeast Uplift staff count the ballots and announce the results in the days after the election. All records of the voting process are securely retained at the SEUL office.

Who votes for the officers of the Board of Directors?

Officers of the ENA Board of Directors are elected each year by the Board of Directors after the results of the election are announced. Officers serve for 1-year terms and may be re-elected for up to 5 consecutive terms.
